Hosted by the dynamic Sharlyn Lim, a bilingual best emcee renowned for her expertise, the event spanned three days, each packed with insightful discussions and thought-provoking panels. The Singapore International Cyber Week 2023 kicked off with a morning session filled with insightful discussions and engaging panels at the Sands Expo and Convention Centre. The event focused on the theme of “Building Trust and Security in the Emerging Digital Order,” exploring the impact of digital developments on the global multilateral order.
The day began with a warm welcome from the host, Sharlyn Lim, setting the tone for the High-Level Panel on Securing the Future: Public Private Partnership for Cyber Resilience. Lim highlighted the interconnected nature of the digital space, referencing the SolarWinds hack of 2020 as a stark reminder of the need for collaboration.
The audience was encouraged to participate in a poll on the essential factors for successful public-private partnerships in strengthening cyber resilience. The options included government regulations and policies, information sharing arrangements, platforms for regular collaboration, and incentives and benefits.
The esteemed panelists included Air Marshal Darren Goldie, Ambassador Benedikt Wechsler, Ambassador Brian D. McFeeters, Mr. Brad Arkin, and Mr. KC Choi. The afternoon session shifted focus to the escalating threat of ransomware, with threat actors increasingly using extortion techniques to gain leverage over organizations. The panelists explored the need for evolving defenses and operations to address the various methods employed by threat actors.
The keynote speaker, Mr. Hinsa Siburian, Head of National Cyber & Crypto Agency of Indonesia, shared valuable insights on ransomware operations. The audience was then introduced to the background of the Singapore International Cyber Week, highlighting its significance in the Asia-Pacific cybersecurity landscape.
The afternoon panelists, including Air Vice Marshal Amorn Chomchoey, Mr. Stephen Kavanagh, Mr. Shane Huntley, Mr. Philip Reiner, and Mr. Scott Morgan, provided in-depth insights into the conduct of ransomware operations and strategies to protect against such attacks. Mr. Charles Ng moderated the discussion, ensuring a dynamic and informative session.

The session delved into the transformative power of models like OpenAI’s ChatGPT and SenseTime’s SenseChat, emphasizing their potential in enhancing sense-making and decision-making for cyber defenders.
However, the discussion acknowledged the dual nature of Generative AI, serving as a boon for defenders while simultaneously lowering the entry barriers for attackers. The focus was on fostering collaboration among stakeholders to harness the benefits of Generative AI while fortifying defenses against potential threats.
The keynote address by Ms. Lindy Cameron, CEO of the National Cyber Security Centre, UK, added depth to the conversation. The session concluded with an expert panel, featuring prominent figures such as Mr. Brendan Dowling, Mr. Harry Cray-sa, Mr. Liu Feng-Yuan, and Mr. Benjamin Harris, moderated by Mr. Gaurav Keerthi.
As the day progressed, the spotlight shifted to the challenges of Cyber Attribution in the “SICW High-Level Panel Session 2.” Hosted by Sharlyn Lim, the session aimed to unravel the complexities surrounding the attribution of cyber activities – whether it serves as a sharp sword or a blunt blade.
Professor Johanna Weaver’s keynote address set the tone for a compelling discussion. The panel, consisting of Mr. Sami Cool-rie, Mr. Tanel Sepp, Dr. Megat Zuhairy, Mr. Ernst Noorman, and Ms. Liesyl Franz, explored the nuances of Cyber Attribution. Moderated by Ms. Julia Voo, the panelists shared diverse perspectives on the topic, providing valuable insights into the challenges and potential solutions.

The session highlighted the rapid evolution of cyber threats in today’s interconnected world. Advanced threat actors exploit vulnerabilities in various systems, from enterprise to IoT and OT environments. The goal was to shed light on defense strategies and countermeasures to mitigate the risks posed by advanced cyber-attacks.
The keynote speaker, Mr. Iranga Kahangama, Assistant Secretary for Cyber, Infrastructure, Risk, and Resilience of the Department of Homeland Security, USA, provided valuable insights into combating advanced cyber threats. The audience was then introduced to a distinguished panel of speakers, including Ms. Jacqueline Barr, Mr. Chua Kuan Seah, Mr. Jim Allen, Mr. Stewart Garrick, and Mr. Andrew Ong. The discussion, moderated by Mr. Goh Eng Choon, President Cyber, ST Engineering, delved into the implications of advanced attack techniques on individuals, businesses, and governments.
The event also provided background information on the Singapore International Cyber Week, organized by the Cyber Security Agency of Singapore (CSA). The eighth edition, themed “Building Trust and Security in the Emerging Digital Order,” aimed to explore the impact of digital developments on the global multilateral order.
In the afternoon session, the focus shifted to “Cyber Multilateralism and the Race against Change – Affirming the UN’s Relevance.” Hosted by Sharlyn Lim once again, the event featured Ms. Manon Le Blanc, Head of Cybersecurity, European External Action Service (EEAS), as the keynote speaker.
The subsequent panel discussion, moderated by Mr. Sithuraj Ponraj, Director of the International Cyber Policy Office at the Cyber Security Agency of Singapore, brought together international experts. Ms. Kelly Anderson, Ms. Tarja Fernández, Ms. Regine Grienberger, Mr. William Middleton, and Ms. Danielle Yeow shared their perspectives on multilateralism in the digital age.
